BLM is seeking a dynamic and energetic individual to serve as a Soil Scientist in the Western Montana District, Butte Field Office, Division of Nonrenewable Resources, in Butte, Montana. This position serves the Field Office by providing guidance and technical advice to staff regarding soil quality and stabilityand directing the soils, water and air quality programs. This position also serves as the District resource to assist with soil reclamation and rediation efforts and post wildfire Emergency Stabilization and Burned Area Recover efforts and directs the District Hazardous Materals Management (HMM) program coordinator. At the full performance level, the incumbent is responsible for performing a variety of duties including, but not limited to the following:
Serving as the District resource to assist with, or lead, soil related inventories, interpretations, studies and projects.
Serving as the initial contact point for hazardous materials incident reports.
Providing technical advice and guidance on hazardous material identification, response activities, and remediation.
Conducting soil, water and hazmat investigations and preparing findings and recommendations for soil and stream reclamation and rehabilitation.
Serving on or leading interdisciplinary teams to represent the soil, water, air and hazmat programs and to implement NEPA program requirements.
Serving as the District Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Resource Conservation and Recover Act (RCRA) expert and project lead.
Providing project management and contracts and agreements administration to implement soil, water, air, and hazmat programs in BLM and with entities outside of BLM as well.
Representing the Butte Field Office at professional and Bureau meetings and workshops and on various committees of a technical and professional nature.
Reviewing regulatory compliance documents and proposals having an effect on soil resources and ecosystem reclamation.
Preparing, executing, and monitoring budgetary proposals and tracking the accomplishments and expenditures for the soil, water, air and hazmat programs
Physical Demands: The work of this position varies from sedentary in an office setting to field work from and around locations in rough terrain, adverse conditions, and temperature extremes. In the field, the work may require some physical exertion such as walking or riding in vehicles over rough terrain, and recurring bending, crouching, stooping, reaching or lifting moderately heavy items such as equipment and samples. Field work will require use of a 4x4 truck and may also include aircraft, ATV and snowmobile use.

_Professional knowledge of hydrological and soil science principles, practices, methods, and procedures to evaluate and recommend responses to management activities and resource uses and to make predictions about behavior, use and management of water and soil resources and limitations under diverse conditions._
_Comprehensive understanding and knowledge of programs, policies, and scientific techniques, mining and reclamation laws and regulations to reclaim contaminated sites which pose a threat to the environment sufficient to _decide methods to rehabilitate rangelands with considerable and complex surface disturbance. __
_Ability to __recognize hazardous materials, evaluate incidents, analyze potential risks, and recommend actions to management to address potentially hazardous situations in various activities._
_Knowledge of Federal and State environmental laws and regulations as they relate to hazardous materials management, including the RCRA, CERCLA or Superfund; the Clean Water Act, Safe Drinking Water and Clean Air Acts; the Toxic Substance Control Act, the Emergency Planning and Community Right-to-Know Act; the Occupational Safety and Heath Act; the Hazardous Materials Transportation Act; related state laws and implementing regulations._
_Skill in effective writing and verbal communication with management, resource specialists, representatives of other Federal, State, Tribal, and local governments, oil and gas industry, landowners, special interest groups, and other interested members of the public to ensure they understand the soils program and the policies, procedures and directives applicable to multiple use land management programs and how the programs are integrated with public land management objectives._

Degree: Soil Science or closely related discipline; that includes 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility. OR B. A combination of education and experience --courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education.
In addition to the basic requirement:
For GS-09: One year of specialized experience equivalent to at least the GS-7 level in the Federal Service - OR - Two years (36 semester hours) of progressively higher level graduate education leading to a master''s degree or master''s or equivalent graduate degree DIRECTLY related to the work of the position.
For GS-11: One year of specialized experience equivalent to at least the GS-09 level in the Federal Service - OR - Three years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree DIRECTLY related to the work of the position.

The check will bounce and the victim is left responsible.
