_SUMMARY OF JOB DESCRIPTION
_
The Manager of Regional System Planning is responsible for regional electric transmission planning studies, understanding and complying with the FERC and MPSC planning requirements and to participate in formulating of NorthWestern Energy transmission planning compliance filings. This position ensures proper application of the FERC and MPSC regulatory requirements to NorthWestern Energy's transmission planning process and to regional and interregional transmission planning processes, as well as working closely with local planning. This position is also responsible for the reliability studies of NorthWestern Energy's transmission for new interconnection requests and requests for transmission service. Active participation in the Northern Tier Transmission Group regional planning process and participation in WECC interconnection-wide planning activities are requirements of this position. Taking a leadership role in the Northern Tier Transmission Group regional transmission planning committee is expected. Representing NorthWestern Energy transmission planning in state, regional and federal regulatory proceedings and forums is required through written and oral communication or testimony, presentations and participation in panel discussions. Management of the department budget and supervision of a staff of planning engineers, analysts and coordinators is also required.
_DESCRIPTION OF ESSENTIAL FUNCTIONS_

Ensure all actions are consistent with NorthWestern Energy's values, mission, and strategic business objectives
Lead the development of NorthWestern Energy's positions on FERC, NERC and MPSC transmission planning rulemakings
Lead or participate in the development of planning processes to comply with the regulatory planning requirements
Approve interconnection study and transmission service reports and agreements
Represent NorthWestern Energy in interconnection-wide planning forums
Provide expert testimony before MPSC or FERC on transmission planning issues
Conduct technical analysis by applying mathematical, statistical, financial or engineering principles to study and resolve transmission questions
Take leadership roles in regional planning committees
Provide policy and technical direction on local and regional planning activities and processes, including Attachment K and other planning aspects of NorthWestern Energy's Open Access Transmission Tariff (OATT)
Coordinate the regional planning efforts with the local planning efforts

_GENERAL QUALIFICATIONS
_
Must be able to demonstrate a good safety record
Four year engineering or related degree, or equivalent work experience required
Knowledge of the transmission planning regulations, policies, standards, and procedures of FERC, NERC, WECC, and NTTG Regional planning, and other entities and agencies regulating transmission planning
Excellent communication and analytical skills
Ability to self-motivate, working independently and as part of a team.
Ability to read, understand, and reduce complex issues into clear and concise language, including analysis of complex policy and regulatory issues
Skill in innovative decision making and problem solving
Skills in leadership, teambuilding, motivating, and performance feedback
Proficient with e-mail, word processor, spreadsheet and presentation software (MS Office Suite) and internet based programs
Demonstrated ability to perform technical research, and summarize the findings
Skills in technical writing to develop policies, procedures, and reports
Ability to analyze technical planning information in order to create and apply practical solutions
Ability to learn quickly and to stay abreast of changing requirements
